Fined for not knowing that it is a 'Season Parking Only' carpark

I was recently penalised with a parking fine.
I have been paying for season parking till last month. Only for November I decided I don't have to as I am sharing the car with my fiancee. As I am sharing the car, I decided that we could park using the $2 night coupons at our respective parking places. On the night of the fine I had already put a coupon for the night and you can imagine my shock when I saw a summon the next morning.
I had no realisation that my parking lot had 'suddenly' become a season parking lot, as there were no red markings on the lot. In fact, it was a white marked lot.
As I drove out of my carpark, I realised why I was summoned- my carpark had suddnly become a Season Parking Only carpark.
If it had become a Season Parking Only carpark, I don not think it is the onus of the residents to know about it, unless we've been informed. Why wasn't I informed?
HDB seems to be able to sms me when my Season Parking payment is due, so why couldn't I be informed that the carpark had become a Season Parking Only?
This is unfair as you can imagine and I am quite enraged that I have to pay a fine just because the carpark had changed without relevant markings made on the road.

Appeal to HDB.
They may waive your fine on the grounds you wrote.

it is ur responsibility as a driver to found out whether the carpark is season parking only or not. that is a board at the entry of every carpark stating whether the carpark is season parking only or not.
if u want to talk about fairness then those who pay $68 a month season parking ticket holders' parking lots being hog by cheat $2 parking coupon user then where is the fairness for the season parking ticket holders.

Since Stomper changed from season to non-season, the onus is on him to check the parking charges and the conditions.

Usually notices have been put up to keep drivers informed before the change is made to a season parking lot.
If any driver missed the notice they are quite prepared to waive any fine. They want to collect revenue but at times they are also reasonable.

Pls dun complain and just pay the fine. HDB had afterall lose billion and need u folks to pay the fine so that the elites can enjoy their "peanuts", becos if they dun get their "peanuts", it might lead to corruption. So for the future of singapore, pls pay it.

The fault lies with you for having taken for granted that the car park conditions had not changed.
I am sure the signboard at the entrance of the car park very clearly states that the car park is for season parking only.
HDB will inform drivers that the season parking is due, so that you will default on payment and end up paying an unnecessary fine for forgetting to pay your dues.
However, writing to all the residents where most of them do not drive, does not seem necessary since they have indicated the sign visibly at the entrance of the car park.
There is no need to mark the parking lots differently since all the parking lots are affected. It's a waste of paint otherwise.
If you appeal, generally HDB waives the fine for first time offenders with good reasons. In case you are wondering, I do not work for HDB, but experience for myself and my friends seems to suggest this.

Rather than ranting here....your problem may well be solved by just appealing to HDB. From my experience, 3 chances are all you've got....after that, no more waivers will be considered.

3 chances! I think it is more than reasonable.
Anyway I have seen umpteen times drivers who just don't bother. As long as there is a empty lot the driver just reversed into it. They didn't care whether the lot is for residents or public.
